I think that it may be useful to enable in Preferences that Visual editor may optionally appear for writing the forum messages themselves too.
Sometimes discussion with students with disabilities may require specific design of forum messages.

The trouble with allowing HTML in forum messages is it is easy to break it and cause the layout or appearance of ATutor to fall apart.
