Hi, I'm Marcos Navarro , a student from Spain. I'm making my Master ("Assesment of e-learning platforms") and I have studied the best GPL platforms. I think ATutor is the best platform for students and instructors but it needs development in scalability and integrity (a LDAP module, support databases: Oracle, PostgreeSQL, etc).

dotLRN and Moodle are better than ATutor in this way but any platform is better than ATutor for instructors and students. They have enough information and they can resolve their problems on their own.
I think if you want to help instructors then you can develop in the HTML editor some buttons to generate html code for flash.

And you can develop other ways to evaluate the students, other activities (like quizs).
