I created a folder and files using the Atutor file manager. So, they are sitting within the course contents directory.

Then I export the course.

When I import the course into a newly created course, the file system is not imported.

It looks like the files are ignored only if they are not referenced in any course page.

Design or Bug?

Design

An exported content package will only retreive the files it can find linked to the pages being packaged. A course backup will retrieve all files in a course.
