As I can see, the German Translation for ATutor is complete (100%). Why isn't there a language-pack to download?

100% does not necessarily mean the translation is complete. But, in this case it was reported complete yesterday, and we are in the process of posting it. Check back soon.

Thanks for releasing the German Pack.
Some of the translations are not the best.
I will update them as soon as I can.

the language pack what I can download is for version1.4. At which time is it planned for version 1.4.1.

I have not heard from the German translators in a while to confirm that it's complete. You might volunteer to review the language yourself. You will want to wait for the 1.4.2 release which is only a short time away. There is a fair amount of new language for the upcoming release. We'll likely not publish any more language packs for 1.4.1. See the Translator Documentation
