As the ATutor administrator, click on the Patcher tab. See the handbook for details on using Patcher.

I made the patch.xml file trough this Patcher tab.
This file patch.xml is occured in zip file in my comp.
This is its contents:

You do not need to write anything. Just apply Patch #1.

Select the patch to install, then click the Install button and follow the instructions.

Inside Patcher I have 2 menu: My own Patches and Create Patsch. There no Patsch #1 anywhere there.

That may explain why you are having trouble seeing available languages. If you do not see any patches listed, then you probably have a firewall that prevents ATutor from connecting to the patch server, and to the language server.

Either ask your provider to allow ATutor to connect to the server (update.atutor.ca), or find another provider.

If you want to try applying the patch manually, you can read the patch file and manually apply the changes. Or find someone who understands PHP, and have them do it for you.

After those advises my hoster installed russian in ATutor through MySQL.
But now some letters displayed as abracadabra during tests creating (tests for learning courses).
It is visible on attached screen.

My hoster mailed my text from log file and advised to ask ATutor developer, what does this mean. This is the text:
