Preloading Users into the system

Is it possible to preload all the users directly into the database so they are ready to go and just login? I have alist of students with their e-mails and student numbers and my bosses don't want them to go through the self user creation process.

Within a course, in the enrolment manager, there is the Import Course List function. Try that.

I know that brings users into the course but I want to create all the users automatically before there is a course in the system

There isn't an equivalent tool for admins, but you could use the master list feature, to list students who can register. Then they register themselves.

Or you may be able to manually import students into the "members" table, if you can duplicate its structure of the table in CSV or SQL file.
