Hello - I've enabled the topic numbering option in the preferences and the numbers show up fine for me (the instructor). Yet when students login, the numbering is not there. Is there somewhere else I need to enable topic numbering? Any other advice? Thanks so much.

Topic numbering is a user preference, rather than a course preferecne.

You can add it as a default preference as the admin, though that will only affect new users on the system.
